Recession over? Not in these four cities.

The home of the California Dried Plum festival, Yuba City has struggled for some time with one of America's highest unemployment rates. Unemployment in September stood at 17.9 percent, up from 15.5 percent a year earlier. The number of employed workers has dropped 4.7 percent over the same period, the lowest total for a September since 1998. Perhaps the city's annual Sikh Parade, which last year drew an estimated 75,000 people and begins this Friday, will buoy spirits and bolster local businesses.
