MOSCOW

* Elimination of all nuclear artillery shells and tactical nuclear missile warheads.* Elimination of all sea-launched tactical nuclear arms. * An immediate one-year moratorium on nuclear testing. * Reducing strategic nuclear arsenal by an additional 1,000 warheads beyond the new START treaty limits. * Cutting back troop strength by almost one quarter. * Calls for summit with United States President George Bush to discuss further nuclear arms cuts.
