High official says Carter balks on Billygate inquiry

The Justice Department's chief internal investigator has criticized President Carter for failing to cooperate with his investigation of the handling of the Billy Carter affair.Michael Shaheen, head of the department's Office of Professional Responsibility, said the President has canceled three interview dates in the past two weeks, and that other administration officials were similarly uncooperative, despite Mr. Carter's pledge that he would cooperate fully with all investigations of his brother's ties with Libya. Mr. Shaheen also criticized Attorney General Benjamin Civiletti for discussing the investigation with the President. The complaints were made in an investigation "status report" to a Senate subcommittee that probed Billy Carter's activities.
