Government leaders from key nations are reported to be moving slowly toward a special summit conference on the mounting economic problems of the third world. The meeting was suggested by an international study group headed by former West German Chancellor Willy Brandt to revive dialogue between rich and poor nations after a long diplomatic deadlock over the third world's development needs.
