US asks that court revive fee on imports of oil

The US Justice Department asked an appeals court Wednesday to reinstate President Carter's 10-cent-a-gallon fee on imported oil, which a lower court declared invalid last week.In a brief filed with the US Court of Appeals in Washington, the department said the courts were not qualified to judge a highly complex issue related to national security and foreign policy.
