Cyrus Vance of the United Nations and Lord Owen of the European Community, co-chairmen of the Geneva conference on former Yugoslavia, this weekend condemned attacks on Muslim and Croat civilians fleeing from the Bosnian town of Jajce just captured by Serb forces.

In what a spokesman described as an urgent message, they also called on world leaders to join them in calling for an end to harassment of the estimated 25,000 refugees.

Many of the refugees are seeking shelter in Travnik, a town which itself has seen fighting between the nominally allied Muslim-led government forces and Croat militias.
