DEREGULATION SEEN TO LOWER FREIGHT COSTS

Surface freight deregulation since 1980 has generated $20 billion a year in savings for shippers and their customers, a Brookings Institution study says. The study also found that truck and rail service to small communities has been maintained or even improved.
