NORTH-SOUTH KOREA TALKS STALL

A dispute over Seoul's annual military maneuvers with the US yesterday derailed talks to set up an unprecedented meeting between North and South Korean prime ministers. Delegates from each side, resuming talks at this border village after a 22-day break, traded charges after the North called for scrapping of the ``Team Spirit'' exercises. But they agreed to meet in April, by which time the exercises begun last month may be over.
