Soviets unlikely to return to talks soon, visitor says

West German Foreign Minister Hans-Dietrich Genscher said Tuesday, after a meeting with Soviet President Konstantin Chernenko, that his talks with Soviet leaders gave him no cause to expect Moscow to return to arms control talks before November.

''The message given Genscher is that Moscow is not prepared to make any moves whatever to improve East-West ties,'' the aide said. ''It looks as if the Kremlin is going to play tough, at least until the US presidential election and possibly beyond that as well.''
