US warns countries that back terrorists

The White House warned Tuesday that countries supporting terrorism would not be allowed to do so without consequences and that the United States would use all legal means to defend its citizens.

But White House spokesman Larry Speakes refused to comment on news reports that President Reagan had approved the use of preemptive strikes and reprisals against terrorists. American officials acknowledge privately that the National Security Decision Directive 138, said to have been signed by Reagan April 3, authorizes such action.
