East-bloc games in March tie in Romania once more

Major Warsaw Pact Army and naval command staff exercises scheduled for next month include maneuvers in Romania, apparently the first in that country in more than a decade.

Announcements by official East-bloc news agencies Tuesday said Warsaw Pact armies and navies would hold ''joint command staff exercises'' code named Soyuz 84 in March in Bulgaria, Romania, Hungary, southwest regions of the Soviet Union , and on the Black Sea.

The maneuver announcement came three weeks after Soviet Foreign Minister Andrei Gromyko paid a visit to Romania to discuss, among other things, Romania's severe fuel and raw materials shortage.

Romania has banned full-scale military maneuvers on its territory for more than two decades, forbids foreign troops to be stationed on its soil, and has not sent major Romanian troop units to exercises elsewhere since 1969.
