Demonstrators in Chile's poverty-stricken neighborhoods barricaded the Pan American Highway Monday, set bonfires on street corners, and stoned ambulances and buses to protest 10 years of military rule. The death toll rose to 10 from this month's protests against the military regime of Gen. Augusto Pinochet Ugarte, which began last Thursday and continued through the Sunday anniversary.
