Shultz returns to Israel; talks near critical stage

Secretary of State George Shultz ended an intense round of talks in Lebanon with an ''explicitly clear idea'' of the Lebanese position. But he said he had no agreement on a withdrawal of 30,000 Israeli troops from Lebanon.

Mr. Shultz, who flew to Jerusalem, also said he planned to visit Damascus Saturday for talks with Syrian President Hafez Assad. At the same time, Israeli Prime Minister Menachem Begin said he would call an emergency Cabinet session to decide on an agreement with Lebanon.

Meanwhile, the An Nahar newspaper here reported that Lebanese police investigating the explosion at the US Embassy were searching for a man they suspect sneaked explosives into the building in grocery boxes.
