Upstate New York A-plant gets OK for restarting

The Nuclear Regulatory Commission Monday gave Rochester Gas & Electric Company permission to restart its R. E. Ginna nuclear reactor near Rochester, N.Y., for low-power testing.

The reactor has been shut down since Jan. 25, when a small amount of radioactive steam was released.
