Turkish council plans step for democracy in autumn

Gen. Kenan Evren, leader of Turkey's ruling military council, said a constituent assembly would be established in September or October -- the first formal step toward a return to democratic rule. General Evren said the proposed assembly would include none of the politicians whose administration he ousted last September, in a coup aimed at halting growing interfactional violence.
