New draft sign-up begins; opponents organize rallies

Draft registration for 18-year-old men resumed Monday. President Carter called for registration after the Soviet invasion of Afghanistan. The Selective Service System requires all men born in 1962 to register at post offices by Saturday. Failure to register is a felony, punishable by a $10,000 fine and five years in jail.

Groups opposed to draft registration planned antidraft rallies across the country. Many Boston-area churches scheduled an hour of bell ringing -- a "Bells for Peace" crusade started last summer by two schoolteachers, who said similar ringings were expected in 40 state s.
