Reagan and labor: new overtures, but few new friends. One exception last week was typical of union ambiguity in the presidential race. A Reagan endorsement by the National Maritime Union of America came less than a month after its president had written an endorsement of Carter in the union newspaper. The members themselves voted overwhelmingly to countermand their leadership and support Reagan.
