Warhead attrition plan introduced in Senate

Senate Foreign Relations Committee chairman Charles Percy introduced a resolution Tuesday proposing a ''double build-down'' of the US and Soviet nuclear arsenals. The resolution was offered in place of one the administration opposes calling for a ''mutual, verifiable'' freeze on nuclear weapons. Under the new proposal, each side would have to reduce two units of destructive power for each new unit of nuclear power deployed.
