It's back to school with a vengeance for bad drivers in Brazil's biggest city. Sao Paulo traffic police are sending them to kindergarten for a quick lesson from kids who wheel their tricycles around on ''play'' streets. ''That way they get to know the road signals,'' said Ciro Vidal Soares, the police inspector. Mr. Soares believes the schooling will help reduce Sao Paulo's average of nine traffic fatalities a day.
