Afghan truce ending; guerrillas strengthened

A truce between Soviet troops and Afghan guerrillas in a strategic northern valley appears to have ended with guerrillas well stocked for renewed fighting, Western diplomats said here.

They said the rebels used the truce to build up food stores and weapons.
