President Alvaro Magana of El Salvador said Sunday US troops would never be needed nor requested in his country. But, appearing on CBS's ''Face the Nation, '' Magana also appealed to Congress to approve more military aid without delay. On Saturday, Magana ruled out negotiations with the leftist guerrillas to give them a share of power.
