Some Kremlinologists speculate that Yuri Andropov is still struggling to consolidate his power in the Soviet Union. Maybe so. But this week's public identification of him in Moscow as chairman of the National Defense Council seems to suggest he is managing to stave off any serious challenge from his political adversaries.

Or, in the labyrinth of Machiavellian Soviet politics, could it mean just the opposite?
