It's a turning point for America's cybersecurity policy. Washington is debating how to respond as countries such as China are suspected of targeting its government networks and interests online, and as militants in groups such as the Islamic State ramp up their digital presence.

We’ll discuss how the State Department is navigating the new diplomatic frontier of the Digital Age, as norms for countries’ behavior online are still developing. We’ll chat with senior Pentagon leaders about whether there’s a role for offense in its strategy, which has long focused on bolstering cyberdefenses, and if deterrence a viable option. This Passcode event comes as Defense Secretary Ashton Carter continues his push out West to woo Silicon Valley. Can the government get the tech – and the talent – it needs to carry out its goals?
