*States and cities sometimes impose additional taxes that can push up consumer prices sharply. For example, Chicago drivers pay as much as 50 cents a gallon in total taxes, the American Petroleum Institute reports. Besides excise taxes, Florida also adds gas and oil taxes that are earmarked for a multitude of purposes, including environmental inspection, water quality, and coastal protection.
