'Boot' is OK in Denver, but not in Montrealone photo

A Montreal judge has ruled that the use of ''Denver boot'' steel clamps to immobilize the cars of parking-fine evaders is unconstitu

bought 200 of the devices, named after the city where they were introduced.

Sessions Court Judge Gerard Girouard said use of the steel clamps is tantamount to declaring a driver guilty before he is judged. The judge cited Canada's new Charter of Rights, which guarantees that ''everyone has the right to be secure against unreasonable search or seizure.''
