Reagan says controllers may seek other US jobs

In a move he said was based on ''compassion,'' President Reagan announced that striking air traffic controllers fired in August can seek reemployment by the government, but he still barred them from returning to their old jobs in airport control towers.

The decision reversed an earlier administration announcement that the 11,500 strikers could never again work for the government.

The move was seen as an attempt by Mr. Reagan to improve his poor relations with American labor.

Canadian officials came to London to formally ask Queen Elizabeth for custody of their country's constitution, thus ending the last vestige of British colonial authority in North America.

The request from the Canadian Parliament, a compromise after 18 months of wrangling between Prime Minister Pierre Trudeau and the provincial premiers, was flown to London from Ottawa by the Canadian Armed Forces.
