Allegations that Afghan officials and foreign contractors are stealing much of the country’s foreign aid has compelled a House committee to vote down a request for $4 billion in US aid. But Gen. David Petraeus says the money is needed for the counterinsurgency strategy against the Taliban and for quick development of the country.
