- Senate Environment and Public Works Chairman Robert C. Smith recalling his thoughts as Senate Republicans decided whether he or Sen. James Inhofe (R) of Oklahoma would replace the late Sen. John Chafee as chairman. Both senators have low ratings from the League of Conservation Voters, although the group rates Smith slightly higher than Inhofe.
