Paris has called up 2,000 special troops for deployment in Rwanda and has urged United Nations support for additional international mobilization. Meanwhile, the battle over the capital of Kigali intensified yesterday. In 10 weeks of fighting, an estimated 500,000 have died; even more have fled the country, including these refugees in a camp in Tanzania.
