The Cable TV Bill Would:

Regulate rates for a basic tier of service. Rates for additional programming could be challenged, and the Federal Communications Commission could refund overcharges to consumers.

Give local broadcasters a choice: They could seek payment from cable operators who want to carry their signals, or forfeit that option and force cable operators to carry their signal for free.

Allow cable competitors such as direct-broadcasting satellite to acquire cable programs at a fair market price.
