KOREAN TALKS STALL OVER NUCLEAR DISPUTE

Rivals South and North Korea again failed to resolve a dispute over nuclear inspections yesterday, casting a cloud over high-level talks in September, officials said.

Officials at the government's National Unification Board said the sides were wide apart over the method for mutual nuclear inspections.

South Korea maintains that each side should be able to inspect all of the other side's suspected facilities, and that short-notice "challenge inspections" be permitted. North Korea has rejected both demands.
