HEALTH-CARE SURVEY

Half of all Americans believe their health-care costs would go up under a national medical-insurance system, and 25 percent say costs would drop, according to a public opinion survey released this week by the Employee Benefits Research Institute and the Gallup Organization Inc.

Asked who should be most responsible for providing health benefits, 48 percent said employers, 30 percent the federal government, and 15 percent individuals themselves.
