Regarding the article "New Legal Tools Needed to Preserve Earth," Jan. 2: Who will pay for preservation of the environment is a question worth serious discussion. The author points out that the world system is not really a free market and that the market has failed. Yet, there are no economic or legal tools for solving ecological problems.
