HAITI REGIME ARRESTS WORKER, PEASANT LEADERS

Haitian authorities arrested three union officials and a peasant leader Tuesday as part of an accelerated crackdown by the Army, which overthrew President Jean-Bertrand Aristide in September, sources said.Members of the brutal Tonton Macoutes private army also were urged in a pirate radio broadcast to attack minor government workers thought to be Aristide supporters. The crackdown includes attacks and arrests and has coincided with the first anniversary of Aristides' election as president of the impoverished Caribbean nation. An adviser said Duckens Rafael, the general secretary of the electrical company's union, and union officials Abel Point Dujour and Evans Fortune were arrested while trying to get paychecks for 19 workers fired since the coup.
