ROCKET ATTACK DIMS PROSPECTS OF PEACEKEEPERS FOR YUGOSLAVIA

A rocket attack on the Croatian city of Osijek was reported to have killed seven people yesterday as United Nations officials indicated no peacekeeping troops would be sent to Yugoslavia unless a cease-fire could be maintained.In Belgrade, UN envoy Cyrus Vance neared the end of a week-long mission to assess chances for a peacekeeping force, with UN officials saying the warring sides would have to create the conditions for a UN presence. A UN official said Mr. Vance had worked out detailed plans of how a peacekeeping force would work, including its size, area of operation, and role.
