CRANSTON REPRIMANDED

The Senate Ethics Committee Wednesday reprimanded California Democrat Alan Cranston for "improper and repugnant" conduct in his ties with former savings and loan operator Charles Keating.Mr. Cranston expressed "deep remorse" and told the Senate he accepted the reprimand. But he insisted he had acted honestly and denied the committee's assertion that he had violated "accepted norms" of Senate ethical behavior. Senate Ethics Committee chairman Howell Heflin (D) of Alabama said the panel found convincing evidence that Cranston engaged in an impermissable pattern of conduct "in which fund-raising and official activities were substantially linked" in connection with Mr. Keating and his now-defunct Irvine, Calif.-based Lincoln Savings and Loan Association.
