Nationwide, hotel room rates will average $77.74 at the end of 1991 and reach an average of $81.17 in 1992, predicts David Arnold of Pannel Kerr Forster, a consulting firm. This year's rise represents a slight 0.4 percent increase over 1990. The most expensive rooms are in Naples, Fla., $144, New York City, $126, and Boston, $119.
