BUSINESS'S TAX BURDEN

The combined federal, state, and local tax burden on United States corporations rose steadily in relation to profits from 1980 to 1991 according to the Tax Foundation, a nonprofit research organization. In 1980 corporate profits made up 10.8 percent of national income, but by 1990 they accounted for only 6.3 percent. Compared to profits, total corporate taxes increased 28 percentage points from 58.9 percent in 1980 to an estimated 87 percent in 1991.
