What European country has the most inviting business opportunities? Judging by corporate tax rates, the answer may be Luxembourg. Its corporate rate dropped to 33 percent on Jan. 1, leaving the Grand Duchy with the European Community's lowest levy on businesses. Since 1986, the rate has fallen from 40 percent. Luxembourg's top rate on personal income is 50 percent.
