ALBANIA ANNOUNCES REFORMS

Albania has announced human rights reforms and opened the door to foreign travel. In a move unthinkable before last year's overthrow of communist regimes in other Eastern European states, the rigidly Marxist country said Wednesday all Albanians could apply for passports to travel abroad. Deputy Prime Minister Manush Myftiu billed the measures as a ``strengthening of socialist democracy.''

The changes were proclaimed a few days ater Albania announced plans to reform its centrally planned economy and its desire to join the Conference on Security and Cooperation in Europe, the key forum for East-West talks on security and human rights.
