SUNDAY Earthbeat (Turner Broadcasting, 11 p.m.-midnight): Premi`ere of a weekly series about the search for solutions - on a global scale - to environmental and social problems. World Series: (ABC, 8 p.m., E.T., to conclusion): Game 2, live from the American League city.

TUESDAY World Series (ABC, 8 p.m., E.T., to conclusion): Game 3, live from the home of the National League champions (undetermined at press time). Schoolbreak Special (CBS, 4-5 p.m.): Cutting up frogs in biology class has become a high school rite of passage, but can you be a conscientious objector? ``Frog Girl: The Jenifer Graham Story'' tells about a girl who balked, and the significant legal events that followed.
