September 21, 1989

F.W. de Klerk was sworn in as president Wednesday at a church ceremony in Pretoria. A newspaper report published just before De Klerk's inauguration said his government would free jailed black nationalist leader Nelson Mandela early next year.

In his inaugural address, de Klerk has promised to reform apartheid and set up negotiations with black leaders on political rights at all levels of government.
