OIL SPILL, AIR QUALITY, DRUGS TOP CONGRESS'S AGENDA

The House of Representatives will focus this week on protecting the nation's waters against oil spills, while a House subcommittee considers President Bush's bill to improve America's air quality. Meanwhile, Republicans say they may propose a new strategy to pay for the war on drugs. Senate Minority Leader Bob Dole said Sunday the GOP could make a counter-offer to the Democrats' proposed $2.2 billion addition to President Bush's overall $7.9 billion anti-drug plan.

The oil spill legislation will be on the House floor Thursday, just a week after Exxon finished its summer cleanup of the Exxon Valdez accident off Prince William Sound, Alaska.
