BREEDEN PICKED TO HEAD SEC

President Bush has chosen Richard Breeden, point man on the White House's savings-and-loan rescue plan, to head the Securities and Exchange Commission (SEC), administration sources said Monday. The post requires Senate confirmation. Mr. Breeden, a lawyer and banking specialist, would succeed David Ruder, who announced in May that he intended to step down.
