SENATE FUNDS DRUG WAR

The Senate, struggling toward passage of a $295 billion defense authorization bill, voted Wednesday to pay for the war on drugs with an infusion of unspent dollars from government agencies - including the Pentagon. The 90-9 vote would authorize the transfer of $1.7 billion from all but a short list of exempted federal programs to fight ``the epidemic of narcotics sweeping this country.''
