NEW LEADER FOR ITALY

Foreign Minister Giulio Andreotti, an and influential politicians, received a mandate yesterday to form Italy's 49th post-war government. President Francesco Cossiga named him prime minister-designate and charged him with ending a seven-week-old political crisis. A Christian Democrat, Mr. Andreotti, was called after outgoing Prime Minister Ciriaco De Mita, said Thursday he had failed to patch up the disputes that brought down his government May 19.
