MITCHELL, FOLEY CALL FOR PAY-RAISE LEGISLATION

Senate Majority Leader George Mitchell (D) of Maine joined House Speaker Thomas Foley (D) of Washington June 20 in saying he hoped Congress this year would endorse pay raises for federal judges and senior executive-branch employees. But Mitchell, speaking a day after Foley voiced his support for the raises, said that unlike the new Speaker he favored an approach that did not tie raises for the judges and executives to a congressional pay hike.

Mitchell conceded, however, that this approach is not shared by a majority in Congress.
