Hanoi is told Cambodia peace must precede US relations

A US congressional delegation to Indochina said Wednesday it told Hanoi that that normal relations between the United States and Vietnam were not possible without an acceptable political settlement of the Cambodian conflict.

Rep. Stephen J. Solarz (D) of New York, chairman of the House Subcommittee on Asian and Pacific Affairs, said a settlement must include total Vietnamese withdrawal from Cambodia and self-determination for the Cambodian people. It must also preclude a return to power of the Peking-backed Khmer Rouge, he said.
