New York Gov. Mario Cuomo said Tuesday the Treasury Department's tax simplification proposal could be a "regional death sentence" to the economies of the Northeastern industrial states.

He said Treasury Secretary Donald Regan's proposed tax plan would be unfair to the middle class and to the poor. He said he particularly opposed the proposed elimination of the federal tax deduction for state and local taxes because it would stifle economic growth in the states.
