Shultz says US must defend itself against terror attacks

Secretary of State George P. Shultz said Tuesday that terrorists ''seem anxious'' to attack Americans and the United States must defend itself, even if it means striking first in some cases. He dismissed arguments that US retaliation risked provoking more terrorism, as well as accidentally hurting innocent people.

Mr. Shultz is on a week-long trip to Western Europe to confer with allies in preparation for next month's resumption of US-Soviet arms control talks in Geneva.
